While 'surgical strikes' were under way, govt cut Army's disability pensions

As para-commandos slipped silently across the Line of Control (LoC) on September 28 on a perilous mission to punish anti-India jihadis and their Pakistani backers, the Government of India quietly put the finishing touches on a plan to slash disability pensions for injuries incurred in the line of duty.

On September 30, the day after India began celebrating the successful “surgical strikes”, the ministry of defence (MoD) issued a letter that dramatically reduced pensions for soldiers invalided out from the after being crippled by battle injuries, or by injuries directly attributable to hazardous military service.


It was just as well that the commandos returned without significant casualties. If a young soldier with severe injuries — what cold medical jargon terms “100 per cent disability” — from that operation had been invalided out from service, he would have found his monthly pension slashed from Rs 45,200 to just Rs 27,200 — down by Rs 18,000 a month.

The team leaders in the “surgical strikes”, majors with 10 years of service, have been hit even harder — with pension for 100 per cent disability slashed by over Rs 70,000 a month. Junior commissioned officers, the spine of the army, are also badly affected. Naib subedars with 26 years of service will find their 100 per cent disability pensions slashed by Rs 40,000 a month.

“Shocked is an understatement to describe what we feel,” said a top serving general. “Instead of joining us in celebrating the strikes, the MoD has stabbed us in the back.”

Two weeks later, as the Bharatiya Janata Party (BJP) uses military images and the army’s intrepid cross-LoC raid as vote-catchers in four impending state elections, is filtering through the hierarchy that the slashing of disability pensions includes not just battle disability pensions, but also pensions for medical disabilities found to be attributable to, or aggravated by, military service. These include training accidents, including parachuting, respiratory ailments caused by long exposure to extreme altitudes, loss of digits/limbs due to frostbite, etc.

This bombshell has been lobbed onto the through a draft gazette notification dated September 30, issued ironically by the “Department of Ex-Servicemen Welfare”. In this document, posted on the defence ministry website, the reduced rates are listed out in a paragraph titled: “Enhancement in rate of disability pension”.

It scraps a decade-old system that the Sixth Central Pay Commission (6th CPC) instituted in 2006. In that, disability pensions arising from battle injuries, or disabilities attributable to/aggravated by military service, were calculated on a “percentage basis”, related to the last pay drawn.

Now, for unspecified reasons, disability pensions will be calculated according to a far less generous “slab system” that existed earlier. The 7CPC has proposed, and the government accepted, that the earlier system be reinstated.

Adding insult to financial injury, civilians will continue to be paid pensions according to the earlier “percentage system”.

Until the September 30 notification, officers and soldiers who had suffered 100 per cent disability in battle were entitled disability pension that matched their last pay drawn. In addition, they would draw a “service component” of pension, which amounted to 50 per cent of their last pay drawn.

Under the new rules, which come into effect retrospectively from January 1, 2016, the “service component” remains unchanged, but a “slab system” has been introduced for disability pension, which is significantly lower than the percentage system — Rs 27,000 a month for officers, 17,000 for junior commissioned officers (JCOs), and Rs 12,000 for all other ranks (ORs).

A soldier with five years of service earns Rs 30,400 a month; 100 per cent disability pension would match that figure. In its place, he will now be entitled to a flat rate of Rs 12,000 a month. A major with 10 years of service earns Rs 98,300 a month. In place of that figure for 100 per cent disability, he will get just Rs 27,000 a month.

For lower disability percentages, disability pension is calculated on a pro-rata basis.

Besides battle casualties, most service-related disabilities are those categorised as “attributable to/aggravated by military service”. This too has been badly hit for the army.

According to the headquarter’s calculations, the new “slab system” would cause a loss of Rs 2,040 a month to a senior sepoy with 100 per cent disability, Rs 3,472 to a subedar, and Rs 6,855 per month to a lieutenant colonel.

Govt warns employees against criticising policies

The Centre has warned employees of disciplinary action if they indulge in criticism of the government or its policies.
The move comes after officers of Indian Revenue Service (Customs and Central Excise) and All Association of Central Excise Gazetted Executive Officers, among others, suggested changes in Goods and Services Tax Network (GSTN), a private company tasked with creating infrastructure for the goods and services tax (GST), and composition of Revenue Secretary-led council secretariat.

“Of late, it has been noticed that some associations or federations have commented adversely on the government and its policies. It may be brought to the notice of all associations or federations that if anyone indulges in criticism of the government and its policies, appropriate action (including disciplinary action) shall be taken,” an order issued recently by said.

It cited service rules that bar any government servant from making any adverse criticism of any policy or action of the government.

“No government servant shall, in any radio broadcast, telecast through any electronic media or in any document published in his own name or anonymously, pseudonymously or in the name of any other person or in any communication to the press or in any public utterance, make any statement of fact or opinion which has the effect of an adverse criticism of any current or recent policy or action of the central government or state government,” the service rules say.

Citing existing norms, the said the primary objective of the service associations is to promote common service interest of its members.

The ministry asked chief commissioners and directors general concerned to ensure that only recognised employees associations get the benefits mentioned in the rules.

All recognised service associations or federations are entitled for certain benefits such as correspondence and meetings with the head of administrative departments, provision of accommodation for the association subject to availability, facility of special casual leave up to 20 days in a year to office-bearers of associations and payment of Travelling Allowance and Dearness Allowance for attending officially sponsored meetings.

“In the case of service associations or federations which are not recognised or whose recognition has expired, office-bearers of such associations or federations shall not be entitled for these benefits,” the said.

Besides service associations, Bharatiya Janata Party Member of Parliament Subramanian Swamy has also been opposing majority stake for private entities in and has already written to Prime Minister objecting to this.

The central government holds 24.5 per cent stake in GSTN, while state governments together hold another 24.5 per cent.

The remaining 51 per cent equity is with non-government financial institutions, like HDFC Bank, ICICI Bank and LIC Housing Finance.

“Management of be entrusted to Directorate General, Systems of Central Board of Excise and Customs, as is a newly created special purpose vehicle, which does not have any experience in implementing any IT project or domain knowledge in Indirect Tax laws,” the IRS association had said in a statement.

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister, had recently approved ‘Project Saksham’, a new indirect tax network (systems integration) of the Central Board of Excise and Customs (CBEC).

The total project cost involved is Rs 2,256 crore, which will be incurred over a period of seven years.

UPU News : Countries elect new membership to UPU bodies

 07.10.2016 - Member countries cast their ballots to elect new members to the Council of Administration (CA) and Postal Operations Council (POC) for during the 26th Universal Postal Congress in Istanbul.

The countries elected will help lead the UPU’s work during the 2017 – 2020 work cycle.

Council of Administration

Some 41 countries were elected to the CA during a plenary session at the Istanbul Congress.

The countries elected to the CA are: Algeria, Australia, Barbados, Belgium, Brazil, Bulgaria, Burkina Faso, China, Costa Rica, Côte d’Ivoire, Cuba, Dominican Republic, Ethiopia, Georgia, Germany, Great Britain, Indonesia, Iran, Italy, Japan, Kazakhstan, Kenya, Korea, Malaysia, Mexico, Morocco, Pakistan, Paraguay, Poland, Romania, South Africa, Spain, Sudan, Switzerland, Tunisia, Turkey, Uganda, United Arab Emirates, Uruguay, Viet Nam, Zambi.

As host of Congress, Turkey will automatically assume the CA chairmanship, represented by PTT Corporation CEO Kenan Bozgeyik. 

The CA - composed of 41 countries - meets twice annually at UPU headquarters in Berne, Switzerland, to ensure the continuity of the UPU's work between Congresses, supervise its activities and study regulatory, administrative, legislative and legal issues. 

The CA can also take measures it considers necessary to resolve urgent issues. It approves the UPU's biennial budget and accounts, as well as yearly updates on the UPU's strategy and budget. 

The Council is also responsible for promoting and coordinating all aspects of technical assistance among member countries. It also approves proposals made by the POC.

Postal Operations Council

The countries elected to the Postal Operations Council are: Argentina, Australia, Austria, Azerbaijan, Bangladesh, Belgium, Brazil, Canada, Chile, China, Cuba, Egypt, Finland, France, Georgia, Germany, Ghana, Great Britain, India, Italy, Japan, Kenya, Korea, Morocco, Netherlands, New Zealand, Poland, Portugal, Romania, Russian Federation, Senegal, Singapore, Spain, Switzerland, Tanzania, Thailand, Tunisia, Turkey, United States of America and Uruguay. 

Japan was re-elected chair of the POC, represented by Masahiko Metoki, vice-president of international affairs at Japan Post.  

The POC is the technical and operational mind of the UPU and meets annually at the UPU’s headquarters in Berne. 

Its work programme is geared towards helping Posts modernize and upgrade their postal products and services. It deals with the operational, economic and commercial aspects of the postal business. 

The body also makes recommendations to member countries on standards for technological, operational or other processes within its competence where uniform practices are essential.

UPU to launch technical assistance program in digital financial inclusion

 11.10.2016 - The Universal Postal Union has been awarded a 1.85 million USD grant by the Bill & Melinda Gates Foundation to provide technical assistance to Posts interested in developing digital financial services (DFS) for low-income populations.
With one of the largest physical networks in the world, the Post could play a role in fostering global financial inclusion

Under the new initiative, the UPU will set up a facility to help Posts access technical assistance in developing their DFS. Over the next four years, the UPU expects that 20 Posts will have benefited from this program, thereby securing access to affordable and convenient financial services for millions of people. 

According to the World Bank’s Global Findex, two billion people globally are financially excluded or, in other words, they have no access to formal financial services. Yet an increasing body of evidence suggests that access to various financial tools such as savings, insurance, or credit can help low income people seize new opportunities to move out of poverty or absorb shocks – such as illness, accident, or natural disaster – without falling further into poverty. The advent of DFS, financial services offered through digital platforms such as mobile phones, cards or the internet, has given hope that low-income and vulnerable populations can be provided with basic financial services at an affordable price. 

The recently published Global Panorama on Postal Financial Inclusion shows that 91 per cent of Posts worldwide offer some form of financial services, with most of them already on the path to digitization. But further work is needed to ensure that financial services offered through postal networks are fully digitized. For example, only 58 postal operators worldwide offer financial services through a mobile platform – either on their own or in partnership with banks, mobile network operators, or Fintechs – meaning that there is still much development potential.
UPU Director General Bishar A. Hussein commended the foundation’s support, stating that Posts are ideally positioned to deliver financial inclusion to the unbanked. “This project will go a long way in supporting our vision to enable all citizens of the world to participate in social and economic development through the Post,” Hussein said. 

The initiative was announced at the occasion of the 26th Universal Postal Congress, which took place from 20 September to 7 October in Istanbul, Turkey.

26th Universal Postal Congress closes in Istanbul

 11.10.2016 - After providing three weeks of high level deliberations, the UPU Universal Postal Congress came to a close October 7 in Istanbul, Turkey.

Some 2,000 representatives from 155 countries participated in the Congress, where they discussed more than 450 proposals

Among the results of their deliberations was the adoption of the Istanbul World Postal Strategy, which sets the course for the UPU’s work over the next four years. 

The strategy—based on integration, innovation and inclusion—strives to improve interoperability of postal network infrastructure, ensure sustainable and modern products, and foster market and sector functioning. 

“The message to us has been that the UPU must transform and the Post must be able to transform itself if we are to be relevant in the future,” said UPU Director General Bishar A. Hussein. 

“We have a dynamic society that’s changing by the day and technologies that are causing some disruption to the way we do business. We must be able to be agile and flexible in the way we do business,” Hussein remarked. 

For his part, PTT Corporation CEO, who chaired the Congress Kenan Bozgeyik thanked member countries: “With your vision and your participation we were able to pave a brighter future for our industry.” 

Member countries also adopted the Istanbul Business Plan, which guides the implementation of the Istanbul World Postal Strategy by setting work proposals, targets and financials for carrying out the strategy’s goals.

The plan will be finalized, taking into account all adopted work plans and decisions made regarding the UPU budget.

Letter-writing

The closing ceremony also provided a venue to celebrate 2016 UPU International Letter-Writing Competition winner Nguyen Thi Thu Trang, who received a standing ovation from member countries after reading her award-winning letter aloud. 

Trang, a 15-year-old student from Viet Nam’s Hai Duong province, won first-prize for her touching letter written in the voice of Alan Kurdi, a young Syrian boy whose lifeless body was found ashore in Bodrum, Turkey. His image was shared widely across global media and social media as an example of the horrific measures faced by refugees fleeing the conflict in Syria. 

“My forty-five-year-old friend, you still remember our story, do you not? We followed our parents to flee from the war and violence of our hometown in Kobani, dreaming of a ‘promised land’ in the European sky. Yet that dream ended only twenty minutes after the ship departed,” she read.
“I’m out of breath by the very words and moving tribute this young lady has given to that image we have all seen,” said the UPU Director General. 

This year’s theme had asked children to write a letter to their 45-year-old self. The theme was in commemoration of the 45th anniversary of the competition.

Looking forward

The Istanbul Congress designated Côte d’Ivoire as the host  of the 27th Universal Postal Congress in 2020. It will take place in Abidjan. 

Member countries also decided to hold an extraordinary Congress in 2018, where they will debate issues left unresolved at the 26th Congress, such as the reform of the UPU. The event will be hosted in Addis Ababa, Ethiopia. 

“We are en route to Abidjan with a stop-over in Addis Ababa. The course is set and our enthusiasm and dynamism remain untouched,” said UPU Deputy Director General Pascal Clivaz. 

The 26th Universal Postal Congress was held between 20 September – 7 October.

State to allot five acres of land to the Postal Department in Amaravati

A new era in postal and telegraph services began with the launch of A.P. Postal and Telecom Circles here on Tuesday.

The Central government also plans to launch 13 circles in all districts in the State. All these 13 circles would function under the main circle of the State.

While Chief Minister N. Chandrababu Naidu launched the A.P. Postal Circle, Union Urban Development Minister M. Venkaiah Naidu launched the telecom circle. The postal and telecom circles were launched close to two-and-half years after bifurcation of Andhra Pradesh.

Addressing the gathering, Mr. Naidu said that the State government would provide five-acre land in Amaravati for the Postal Department. The government would also provide space in every panchayat for setting up of Common Service Centre by the Postal Department. Another five-acre land would be earmarked to the Bharat Sanchar Nigam Limited (BSNL). But the BSNL should construct an iconic structure there. The Andhra Pradesh State Fibernet Limited was ready to work with the BSNL, he said.

Mr. Venkaiah Naidu said that the new circles would cater to the needs of Andhra Pradesh. The Postal Department made a turnaround when people thought that it would be closed down. The department began offering multiple services to people and the postman would cover every nook and corner, he said, adding that the department should become self-sustained if not earning profits.

Stating that this year marked the 250th year of the postal system launched in India by Lord Clive in 1766, the Union Minister said that the Postal Department was a symbol of national unity.

Union Minister of State for Communications (independent charge) Manoj Sinha said that India Posts played an important role in the Direct Benefit Transfer Scheme in the country. The department kick-started the process to launch India Post Payment Bank (IPPB) with 100 per cent equity of the government. The IPPB was likely to be started by September 2017, he said.

Thopramkudy post office was the main link of communication of settlers

A single-room ED (extra departmental) post office stands testimony to the early years of settlement in the High Ranges here. Thopramkudy, which derived its name from Thombran, a chieftain of the Mannan tribe, is now known for the largest volume of vegetable business under the Swayasraya Karshaka Vipani of Vegetables and Fruit Promotion Council Keralam (VFPCK).

Though the town witnessed fast development, the post office, which was the main link of communication in the early period of settlement, has undergone very little change except from a grass-thatched roof to the asbestos sheet. The post office functions on two cents of land donated by an early settler. It was the place where the local people reached to collect the occasional letters from their relatives. At a time when Thopramkudy was cut off from the plains and there were no bus services, the post office bridged the gap. Though there is no mention of the exact date of its launch, it was the local people who made the structure and donated it for the post office. “Thopramkudy’s history is incomplete without mentioning the post office,” says Vinayachandran Palackel, who has studied the ethno-religious aspect of local history.

Strong bond

In the early days, the postal letters formed a strong bond between settlers and their relatives from the place of their origin,” he said adding that there was collective sharing of the information received through the letters. The news of death or birth could reach here only after a week and the post office kindled the ethnic-bond here , he added.

Anandavalliyamma Muralidharan, who has been the post-master for 33 years, said it was set up nearly half-a-century back.

She was the second postmaster and knows about its history from the settlers. The post office now functions till noon though it handles a good volume of postage items.

Harihar Bohidar, father of Com. Rajesh Bohidar, Divisional Secretary, AIPEU, Group - C,  Puri Division  and Asst. Circle Secretary, Odisha Circle who was under treatment in Kar Clinic, Bhubaneswar  due his old age problems  passed away at the age of 94 today (12. 10.2016 ) morning.

The funeral was completed at Swargadwar, Jagannath Dham, Puri in the afternoon.

            With sincere condolence, AIPEU, Group-C, Bhubaneswar Divisional branch prays Lord Jagannath to shower His unending blessings over the bereaved family members to bear with this irreparable loss.

To take weather reports to farmers, Meteorological Department turns to postmen

The India Meteorological Department (IMD) has a new job for postmen. Looking to collect and deliver weather information to remote villages, the IMD’s Agricultural Meteorology Division, or AgriMet, wants them to step in and help.

“The postman will be given a template form when he goes to a village. It will have basic questions, like cropping pattern of the village, land usage, etc. He has to fill the form and get phone numbers of some farmers,” Dr Nabansu Chattopadhyay, deputy director general at AgriMet, said.

The postal department will feed this information to their servers, and IMD officials will then access it to churn out circle-level, custom-made weather and crop forecast.

Chattopadhyay said the decision to rope in the Postal Department was taken during a brainstorming session last month on how to disseminate AgriMet advisories to farmers.

“Timely and precise weather-based advisories are invaluable for farmers to plan their crop cycle. Through the Kisan portal and other services, we have managed to reach 19 million farmers. But we aim to reach all 90 million farmers in India with custom-made weather and crop advisories,” he said.

Chattopadhyay said that in places where even mobile network does not exist, a postman could make all the difference.

The IMD also plans to mount LED screens at village post offices, where weather and crop information would be shown through the day. “All the screens will be connected to the remote server, and information collected by postmen will be used to churn out the advisories,” Chattopadhyay said.

At the moment, five villages — in Gujarat, Uttar Pradesh, Uttarkhand, Punjab and Andhra Pradesh — have been selected for the trial run of the project, and a budget is being worked out.

According to Chattopadhyay, of the 1,54,239 post offices in India, 1,39,222 are in rural areas.

Referring to an economic impact analysis study by the National Council of Applied Economic Research, Chattopadhyay said that at least 25 per cent of the farmers who relied on AgriMet reported an increase in their net income. “The service has the potential of generating net economic benefit of up to Rs 3.3 lakh crore when such advisories are fully utilised by all 90 million farmers,” he said.

Apart from the postal department, AgriMet plans to use services such as farmer’s cooperatives and agricultural produce market committees to ensure their advisories reach all corners.
