AVOID INORDINATE DELAY IN EXTENDING THE BENEFITS OF CCS (REVISED PAY) RULES 2016 TO THE EMPLOYEES OF CENTRAL GOVERNMENT AUTONOMOUS BODIES AND BOARDS CONSTITUTED STATUTORILY

The benefits of the 7th CPC has not yet been extended to the personnel working under – autonomous bodies and Boards, though it was constituted statutorily. During the previous wage revisions, they have been allowed to enjoy the benefits within one month of release of the Government Notification on Revised Pay Rules. Employees and Pensioners of more than 600 Autonomous bodies and Boards etc. are eagerly waiting for the last more than two months, for revised pay structure implementation in their respective institutions.

Like most of the Central Government departments, since most of the autonomous bodies and Boards did not have much fund to spare for payment of revision of pay hike, they have to depend upon their Ministries concerned. In the case of Ministries also, the budget allotment is not sufficient to meet its own needs satisfactorily and are starving. It is in this background the Finance Ministry’s stand becomes crucial. During 6th CPC, the Finance Ministry has given clearance without much delay. The present delay has become a cause of concern for the employees and pensioners.

Confederation of Central Government Employees and workers has already taken up their case with the Government, but till this date the Finance Ministry has not issued orders extending the 7th CPC benefit to employees of Autonomous bodies and Board. The Confederation urges upon the Central Government to expedite action in this regard and to end the uncertainty and anxiety among a large section of employees and pensioners.

RESOLUTION TO BE ADOPTED IN THE GATE MEETINGS TO BE HELD IN FRONT OF ALL CENTRAL GOVERNMENT OFFICES

This meeting of the employees of the ……………………………………………………………………………

(office) on 20.10.2016, after the demonstration conducted as per the call of the Confederation of Central Government Employees & Workers, as part of the nation-wide agitational programmes culminating in strike, for settlement of the justified demands of the Central Government Employees and pensioners, mentioned in the Charter of Demands, resolved as follows:

The proposed indefinite strike action of the Central Government employees under the banner of National Joint Council of Action (NJCA) of JCM national Council Staff side organisations from 11th July 2016 was deferred, on the basis of the assurance given by the Group of Ministers including Home Minister, Finance Minister and Railway Minister to the NJCA leaders on 30th June 2016 that the demands of the employees, particularly the increase in minimum wage and fitment formula, will be considered favourably and a High Level Committee will be constituted for submitting the proposal to the Government in this regard within a period of not more than four months. This meetings views with grave concern that even after 2½ half months the committee is not constituted and inordinate delay is taking place in implementing the assurance given by Hon’ble Ministers. This meeting further notes with concern the unilateral orders are issued by the Government imposing stringent conditions for Modified Assured Career Progression (MACP) promotion and also abolishing non-interest bearing Advances like Festival Advance and Natural Calamity Advance, without any consultation with the JCM Staff Side.

This meeting, therefore, urges upon the Central Government to expedite action to honour the assurance given by the Group of Ministers and also to settle the legitimate demands of the employees and pensioners raised in the charter of demands.

As you are aware, the National Secretariat of the Confederation has decided to organize three-phase agitational programmes protesting against the totally negative attitude of the Government against the Central Government employees and pensioners and also demanding immediate settlement of their legitimate demands, including increase in minimum pay and fitment formula as assured by three Cabinet Ministers including Home Minster, Finance Minister and Railway Minister.
1st Phase – 20.10.2016    –   Protest demonstration and gate meetings. Adopting and sending resolution to Government.
2nd Phase – 07.11.2016   –   Mass Dharna
3rd Phase – 15.12.2016   –   Massive Parliament March

It is also decided that the agitational programmes shall culminate in strike, jointly with all like minded organisations.

SERIOUS PREPERATIONS FOR PARLIAMENT MARCH SHOULD BEGIN NOW ITSELF

The National Secretariat has decided to ensure participation of not less than 20000 central Govt. Employees in the Parliament March on 15.12.2016. The following quota has been fixed to each affiliated organization and C-O-Cs. Only two months are left now. It is needless to say that the participation of 20000 employees can be ensured only if each affiliated organization and COC make sincere and conscious effort to ensure the participation of maximum employees from their organization/C-O-C as per quota fixed. Employees are ready, only thing is that leaders should take the initiative to mobilise them.
Each affiliated organisation should fix quota to their state/District/Divisional units. Similarly each C-O-C should fix quota to each affiliated organization at state/District level. This work should be done in a serious and systematic manner on top priority basis. Continuous follow up action on day-to day basis is also required.Travel tickets, special vehicles etc. should be booked well in advance. Waiting upto the last minute and then stating non-availability of tickets as reason for non-participation or less participation should be avoided. Maximum flags and banners are also to be brought by each unit of organization/COCs.
All affiliated organisations and C-O-Cs are requested to give wide publicity to the Parliament March through all means of Communications including print and electronic media, websites and social media. Let us all join together to make the Parliament March a historic event and grand success.
Copy of the circulars fixing quota to each Unit/organization issued by all Affiliated of Confederation and C-O-Cs may be emailed to Confederation CHQ for publishing in the website.

Sub: -  Implementation of CSI roll out in Karnataka Circe – regarding.

Sir,
            It is learnt that the Department is proposing to implement CSI roll out in a few divisions in Karnataka Circle before December 2016. In this connection I would like to intimate that the CSI Pilot roll out in Mysore division is not working smoothly as several problems are yet to be set right.

            Around 15 problems are still existing in Mysore division which are furnished below for your kind notice.

1.    POS-pin code directory not updated resulting in delay.
2.    Speed Post amount not rounded off to rupee in bulk booking.
3.    Details of declaration every time is to fed in bulk foreign article.
4.    Post box updation not happening immediately and amount not included in pod cash.
5.    Redirected emos not allowed to issue to postman.
6.    Data not recd for BPCODs.
7.    Cancelled emos also comes for payment.
8.    Sale of some new stamps not happening in SAP.
9.    Not allow to rebook proof of delivery of speed articles booked by high court New Delhi for which amount for rebooking pod collected in advance while booking speed post articles.
10.  IVPS-not allows to close single bag to redirected/Rtd to sender regd articles, many bags with 2/3 articles to be closed.
11.  Cod redirection not provided.
12.  dpms-fetching not happening RMS not switched on to CSI.
13.  PLI collection inclusion automatically not happening. Done thr’o voucher posting.
14.  Tracking of articles not happening in India post web
15.  In addition to these many problems not resolved in SAP which is a hard nut to crack which designed for software professionals.

            Since the CSI pilot roll out in Mysore division is not working satisfactorily, the business in the division has also come down resulting in loss of revenue to the department.

            I earnestly request you not to implement the project in other divisions till such time all the issues are set right in Mysore division. The implementation of the roll out may kindly be deferred in the interest of department and staff. We have no objection for implementing the project once all the problems noticed are set right. A line in reply on the nature of action taken may kindly be intimated.

Ref: -   Dte. Letter No. 30-22/2016-D dt. 22.09.2016, 29.09.2016 and 30.09.2016.

Your kind attention is drawn towards Directorate letter referred above on the above subject.

            As per the order of the Dte. Dt. 30.09.2016 in para (g), arrangements for delivery of parcels during the festival season should be made in offices, on all Sundays and Holidays and in late evenings, in order to ensure that e-commerce parcels, do not lie undelivered and clog the delivery channel.

            Top to bottom control room is arranged to monitor and to ensure 100% delivery of the e-tail articles booked at Naaptol, Amazon and with various e-commerce companies on hour to hour basis including on all the Sundays and Religious Holidays till January 2017, by engaging the existing staff without any rest, in the name of compensatory off, by which the other working staff have to share their work in addition on week days. The booking projection shown in the annexure of the Dt. Letter will show that lakhs of such online booked parcels have to be delivered within the festive season without any delay. Thus our staff are squeezed like bonded labourers in the name of improving e-commerce business. This was already carried out on Pooja and Muharram Holidays, during the week.

            The hard earned week-end Sundays and Religious Holidays are now snatched and our existing Staff are threatened to work in 24x7 and 3x8 environment, without any additional establishment and without any extended facilities as available in the similarly placed Departments.

            Hence, your immediate intervention is highly solicited, so as to cancel the orders and to ensure the week-end Sundays and religious holidays, a reality to the working staff.

           It is intimated that Indefinite hunger fast inside Campus of Dak Bhawan, New Delhi
 by the of all  Secretary Generals, General Secretaries of NFPE, FNPO and GDS Union will
be organized from 03rd  November,  2016 for the following pending demands:
                                    
                       (1)   Grant of enhanced bonus to GDS.

                       (2) payment of revised wages of casual labourers and revised bonus .

            As you are aware the bonus calculation ceiling of all Central Government employees was raised from 3500 to 7000 by the Government from 01.04.2014 onwards and orders were issued on 29.08.2016. Arrears for the financial year 2014-15 were also paid to the all departmental employees. But till this day, orders for payment of enhanced bonus to three lakhs Gramin Dak Sevaks are not issued by the Department of Posts.

            Similarly, eventhough the Postal Board has issued orders revising the wages of casual labourers w.e.f 01.01.2006 as per the 6th CPC minimum wage of Group ‘D’, till this day many circles and divisions have not paid the arrears to the poor, unorganized, marginalized and most exploited section of casual, part-time, contingent employees and Daily rated mazdoors. eg: Kerala Circle, Tamilnadu Circle etc.). 7th CPC revision has also become due now.

            It is therefore, requested to permit us to sit inside the premises of Dak Bhawan for Indefinite Hunger Fast from 03rdNovember, 2016. The Hunger Fast will be peaceful.

UIDAI’S Challenge drive for Enrolment In 22 States/UTS 

Mopping up Enrolment for Leftover Residents and Infirm
 
The Unique Identification Authority of India (UIDAI) has launched Challenge drive to enroll leftover population for Aadhaar, in 22 States/UTs where Aadhaar saturation of adult population has crossed 100 per cent (as per projected population figure of 2015). These 22 States/UTs are Delhi, Rajasthan, Uttarakhand, Madhya Pradesh, Lakshadweep, Puducherry, Kerala, Punjab, Haryana, Himachal Pradesh, Chandigarh, Andhra Pradesh, Telangana, Chhattisgarh, Andaman & Nicobar Island, Dadar and Nagar Haveli, Goa, Maharashtra, Jharkhand, Sikkim, Tripura and Uttar Pradesh. 

As on today, over 106.69 crore Aadhaar numbers have been generated across the country.

The Challenge drive enrolment scheme will be only for adult population. As part of the Challenge drive, the residents of these States/UTs who have not yet enrolled for Aadhaar are being asked to register themselves athttps://www.wenrol.uidai.gov.in. On completing the simple registration formality, such people would be enrolled for the Aadhaar number on a priority basis.

“The Challenge drive will ensure that nobody is left without an Aadhaar in these States/UTs which statistically have 100% Aadhaar saturation. The drive will start from 15th October to 15th November 2016. This is in furtherance of our enrolment exercise to achieve universal coverage for Aadhaar across the country. All the eight Regional Offices of UIDAI have been directed to take up necessary media campaign in prominent local media and coordinate with respective State/UTs/NSRs/EAs for facilitating the enrolment of the resident registered under the Challenge drive and enroll infirm and elderly residents at home” said Dr. Ajay Bhushan Pandey, CEO, UIDAI.

In this drive, the enrolment request of only persons over the age of 18 years will be accepted on the portal mentioned above. Providing a mobile number as well as other demographic details is also mandatory as a mobile OTP based verification will be conducted once the person submits the enrolment request. The person will be then contacted and enrolled on a priority basis through special camps or at the enrolment stations located near him/her. The portal https://wenrol.uidai.gov.in also has a facility to locate the nearest enrolment centre. 

A new experiment for India’s humble postman: delivering custom-made weather reports to farmers

India’s postmen may soon double-up as weathermen.

India Meteorological Department (IMD), the country’s public weather forecaster, is piloting a scheme to take advantage of India Post’s massive network to collect and deliver information on weather to farmers.

“The postman will be given a template form when he goes to a village. It will have basic questions, like cropping pattern of the village, land usage, etc. He has to fill the form and get phone numbers of some farmers,” Nabansu Chattopadhyay, deputy director general at AgriMet, IMD’s agriculture division, told the Indian Express newspaper.

The objective is simple: The postal department has over 1,54,800 post offices across India and almost 90% of them are in rural areas. The weather department wants to use these to reach the hinterlands and collect information that’ll help IMD provide custom-made weather and crop advisories to farmers.

AgriMet will soon run the pilot programme in five villages across Gujarat, Uttar Pradesh, Uttarakhand, Punjab, and Andhra Pradesh. The cost of the project is still being worked out.
Millions of farmers in Asia’s third-largest economy rely on rains, especially the annual monsoon, to take a call on sowing and harvesting. Less than half of the country’s total farmland is irrigated. So, an inaccurate weather forecast can disturb the entire cropping cycle, often resulting in huge losses and low income for farmers, and, in turn, affecting the entire country’s economic cycle. Already, two consecutive drought years have taken a massive toll on farmers and the agriculture sector.

AgriMet also plans to install screens at village post offices, displaying information on weather and crops.

Precise forecasting

IMD hasn’t had a particularly stellar record in predicting the monsoon, which accounts for 70% of the annual precipitation the subcontinent receives. For instance, it missed predicting the 2009 drought, the worst in four decades. Also, its forecasts often diverge from those of India’s biggest private forecaster, Skymet.

To do away with uncertainty and discrepancies, IMD is ramping up its technology. The government is investing some $60 million on a supercomputer that will increase the precision in forecasting.

Meanwhile, India Post’s extensive network has been useful to other industries, too. It has received a payments bank licence from the Reserve Bank of India owing to its deep reach into the country’s rural areas. The department has also partnered with leading online sellers such as Amazon, Flipkart, and Snapdeal for deliveries.

But with postmen set to provide weather news, ensuring timely deliveries is now more critical than ever.

Dear Com. Parasharji,
This is in continuation to our letter through E-Mail dated 07-10-2016 (attached again). No tangible action has been caused by NFPE on such a sensitive issue. Our strong protests by physical discussion for more than 3 hours with CPMC I/C Odisha circle to cancel such arbitrary order to open the post offices on Sundays & festive occasions were found futile on the plea of Directorate orders. This has caused deprivation to staff for getting their legitimate week end off (Sunday on 09-10-2016) and to celebrate Dussehera festive occasion with their family on 10-10-16 to 12.10.2016.

The Directorate order also has envisaged for opening of post offices for such delivery work up to January 2017. It is urged upon for taking up this issue very strongly against the arbitrary abolition of Sundays & festive holidays to avoid resentment of staff all over the country. 

Further, action may kindly be taken for roll back of such inhuman order of the Directorate immediately, so as to avoid inconvenience caused to staff in coming days.

Children’s day out with a postman on duty

“You know, the job of a postman is not as easy as it seems. How many kilometres is he walking a day!” wondered Malaika P., a Standard IX student of BEM Girls’ Higher Secondary School in Kozhikode. “He knows almost everyone in the locality. Isn’t that amazing?” Julius John, Standard VIII student of Government Model Higher Secondary School, added his bit.

Malaika and Julius had just returned after a 1.5-km walk with K.K. Prabhakaran, a postman at the Head Post Office, Kozhikode. They, along with four other children, Akash S. and Shyamlal P., both batchmates of Julius, Arya K. and Anagha K., students of Standards IX and VII respectively of BEMHSS, had accompanied him on his routine trip to deliver posts on Friday, as part of a programme named ‘Walk with the Postman’ organised in connection with the National Postal Week.

“We learnt how to trace an address and deliver a registered post,” said Akash. The children later wrote about their experience on an inland letter and posted it to the Senior Superintendent of Post Offices.

The Postal Department also organised a philatelic exhibition, philately quiz, and a letter writing competition for students from various schools in the district on Friday. The exhibition featured stamps, first-day covers, and special covers from the collection of Ashwin Ramesh, secretary of Calicut Philately Club, on medicine and the history of India Post.

A customer relation programme to be held on Saturday is also part of the celebrations.

“We had planned a lot of other programmes. But with the long holiday for Pooja and a hartal, we hardly had two days to organise them,” said Gouri Sangeetha, Additional Superintendent of Post Offices, who had also been part of the children’s ‘little expedition’.

The National Postal Week is observed every year from October 9 to 15.

Flora and fauna form the theme at philately exhibition

With the National Postal Week being celebrated from October 9 to 15, an exhibition of stamps was organised at the Vellore Head Post Office (HPO) on Friday. Around 200 students visited the exhibition, the theme of which was flora and fauna in countries.

Philatelist C. Tamilvanan presented his collection of 300 stamps on the flora and fauna of around 40 countries at the exhibition, which was inaugurated by assistant superintendent of posts Murali. Stamps displaying the flora and fauna of countries such as India, Indonesia, Philippines, China, Central American countries and Baltic countries such as Latvia and Estonia enthralled the visitors.

“I also displayed a scented stamp with a picture of a rose released in India. It has the fragrance of a rose, and also a stamp on the kurinji flower,” Mr. Tamilvanan said.

Postal department officials said they had organised a number of events in connection with the National Postal Week, including a meeting with savings account customers, mela on postal life insurance and rural postal life insurance. On the last day of the celebrations, a business development meeting would be organised with corporate customers.

Officials said that during the philately exhibition, various functions of the postal department were explained to students.

Those interested in collecting stamps can register with the HPO on paying Rs. 200. Stamps would be sent to them via registered post. Called philately accounts, there were nearly 600 such accounts at the Vellore HPO, an official said.

Postal customers can now tweet complaints

Postal customers now have more avenues to register their grievances. As part of its ongoing efforts to be more tech-savvy and refine its approach in service delivery, the Department of Posts now has twitter accounts and launched a toll-free complaint number —1924. Besides mailing grievance letters to the department, customers may tweet their complaints to @cpmgtamilnadu and @pmgchennai.

Earlier this week, the department introduced nodal mechanised delivery of parcels in three of the city post offices and in Tiruchi on a trial basis. Officials of the department said parcels would be delivered from one nodal office in the area instead of sending it to the other delivery office. For instance, delivery will be done from the Tambaram head office to areas that otherwise are covered by Tambaram IAF, Tambaram East and Tambaram Sanatorium. This will ensure quicker parcel delivery most often on the same day. Initiatives to reinvent postal services according to the changing times are adding to the revenue. Anna Road head post office is likely to be the first post office in the State to have payment bank facility, which will provide services similar to banks except offering loans, by March next year.

The Tamil Nadu circle has earned a revenue of nearly Rs.194 crore during this fiscal till August against Rs. 515 crore earned last fiscal.

In a bid to appreciate employees, the department felicitated about 60 officials and post offices for their contribution to postal schemes and services at a function held here on Friday.

The awards were presented in the presence of Reserve Bank of India’s regional director J.Sadakathulla.

Import/export of goods by parcel will get much-needed boost

The Centre has announced the setting up of ‘Foreign Post Office’ in the States of Telangana and Andhra Pradesh, along with the Leh region in Jammu & Kashmir, providing the much-needed service for import and export of goods by post parcels, courtesy the Postal Department.

A gazette notification issued by the Central Board of Excise and Customers under the Department of Revenue in the Union Finance Ministry on Thursday evening said that the facility was now a reality after the required amendments to sub-sections of Section 7 of the Customs Act, 1962, had been carried out.

Sub-sections under Section 7 deal with issues related to ports and airports/inland container depots, which alone shall be customs ports or customs airports for the unloading and clearance of imported goods and the loading of export goods or any class of such goods.

They also pertain to the places which alone shall be land customs stations for the clearance of goods imported or to be exported by land or inland water or any class of such goods, the routes by which alone goods or any class of goods specified in the notification may pass by land or inland water into or out of India, or to or from any land customs station from or to any land frontier and the ports which alone shall be coastal ports for carrying on of trade in coastal goods or any class of such goods with all or any specified ports in India. Office of the Commissioner of Customs is in-charge of Foreign Post Offices and sub-Foreign Post Offices where the facility for import and export of goods by post parcels is provided by the Postal Department.

Customs facilities

Customs facilities for examination, assessment and clearance are available at these post offices.

Limited facility for export clearances is also available at Export Extension Counters opened by the Postal Department where parcels for export are accepted and cleared by the Customs.

Goods imported through post are classified under Chapter Heading 9804 of the Customs Tariff Act, 1975, and it applies to goods permitted for import through post which are exempted from prohibition under Foreign Trade (Development and Regulation) Act, 1992.


As per Note 6 to Chapter 98, goods against an import licence or Customs Clearance Permit can also not be imported through post.

Motor vehicles, alcoholic drinks and goods imported through courier, however, are not covered.

The PJCA has decided to serve the strike notice on 20th October 2016 to Secretary, Department of Posts, New Delhi. On that day, dharna is being organized in front of all Divisional/Regional/Circle officer by PJCA, as already decided.

            Copy of the strike notice should be served to all Circle/Regional/Divisional heads after conducting demonstrations. Draft copy of the strike notice is enclosed herewith.

            Please print notices and also issue circulars to all offices including Branch Post offices so that every employee shall get ready for the strike, if demands are not settled before 9th November 2016. Conduct intensive campaign among all employees.

            Please treat it as most urgent and important.
